And what is it? Always assumed it was just water but now I’m pretty sure it’s not. Also do all cars do this?

                It serves as clarification.

                They made a joke, playing with the fact EVs don’t have exhaust. You replied you didn’t know they had exhaust. They clarified that they do not.

                That seems very ear to me?

                  It can easily be rephrased into “They don’t.” That is the clarification. But there is a second part. What purpose does that part serve?
